Translate by Dr. Heidi M. Szpek, Ph.D. (szpekh@cwu.edu) the day is not 8 but 18 (Chet + Yod making the word "Chai", "The Living", one of the names of God) So the date is 18 Menachem Av 639 (not 649 as written in the text) = Thursday 7 August 1879.
